Le SEA est structuré en deux sections chargées de l'administration de ses programmes et une cellule informatique. Les deux sections du SEA sont les suivantes:
- La Section chargée de l'Accueil, de l'Information et de l'Admission (SAIA) ;
- La Section chargée du Contrôle et Suivi du Cheminement (SCSC).
