Settlement of Payments Between Member States The Trade, Customs, Immigration, Monetary and Payments Commission shall make recommendations, to the Council of Ministers on the establishment, in the short term, of bilateral systems for the settlement of accounts between the Member States and, in the long term, of a multilateral system for the settlement of such accounts.
