Stage II: Evolution of a Common Agricultural Policy Member States undertake to take all measure necessary for the creation of a common policy especially in the fields of research, training, production, processing and marketing of the products of agriculture, forestry, animal husbandry and fisheries. For this purpose, the Industry, Agriculture and Natural Resources Commission shall, as soon as possible, after its establishment meet to make recommendations to the Council of Ministers for the harmonisation and exploitation of natural resources of the Member States.
